He called for correcting what he termed “flaws” within the Advisory Committee, proposing revitalizing the UN mediation efforts through the new envoy, Hannah Tetteh.
The Russian delegate welcomed Tetteh’s appointment, noting that the delayed appointment of a new envoy had a “negative impact” on the Libyan political process. He criticized the “working methods” of the previous Deputy Special Representative, Stephanie Khoury, particularly regarding forming the Advisory Committee “without the consent of the Libyan parties or the Security Council.”
The Russian delegate emphasized that previous committees failed to achieve their objectives due to the lack of inclusive representation, highlighting the need to involve representatives of the former regime in the political process. He called for realistic proposals based on broad consultations and commended efforts to unify the armed forces while stressing that these efforts must be inclusive and transparent.
He also expressed concern over the deteriorating economic situation in Libya, warning against the imposition of external policies on the country. He concluded his statement by calling for the preservation and protection of frozen Libyan assets.
