Abdelmonem Al-Horr, President of the Arab Organization for Human Rights in Libya (AOHR), stated that the success of the UN mission in organizing elections depends not only on international planning but primarily on the cooperation of influential actors on the ground.
In remarks to Egypt’s Al-Dustour newspaper, Al-Horr explained that the UN roadmap was shaped through extensive consultations with a wide spectrum of political, military, and social stakeholders. However, he emphasized that elections alone cannot resolve the crisis.
He argued that genuine resolution requires opening sensitive files that have long been avoided during transitional phases, noting that political solutions alone are insufficient to address Libya’s divisions. Instead, a comprehensive package of laws and measures is needed.
This package, according to Al-Horr, must include activating transitional justice legislation, reparations, strengthening the rule of law, and ending impunity, steps essential to restoring legitimacy to Libya’s institutions.
