Military Leadership Endorses UN Roadmap

UN Special Representative to Libya Hanna Tetteh confirmed that both Field Marshal Khalifa Haftar, Commander of the Libyan Armed Forces, and his deputy Saddam Haftar have expressed their support for implementing the UN-backed political roadmap. Their endorsement marks a significant step toward advancing the UN’s efforts to resolve Libya’s prolonged crisis.


Prospects for National Elections

Tetteh stated that comprehensive national elections could be feasible within 12 to 18 months—provided the roadmap is successfully implemented. She emphasized that elections are essential to forming a unified, legitimate government capable of exercising effective political leadership both within Libya and on the international stage.


International Coordination with Key Powers

The UN envoy stressed the importance of coordinated international engagement, expressing hope that the United States would align its actions in Libya with the UN’s framework. She also reiterated her readiness to work closely with Washington, Moscow, and other members of the Berlin Process to advance the roadmap.

During her mid-September visit to Moscow, Tetteh held consultations with Russian Deputy Foreign Minister Sergey Vershinin. She acknowledged Russia’s considerable influence over Libya’s political leadership, describing it as a pivotal actor in shaping the path toward resolution.


Warning of Regional Consequences

Tetteh cautioned that the absence of a unified international approach could trigger a new crisis affecting both the Mediterranean and Africa. While acknowledging that 14 years of UN engagement in Libya have yet to yield the desired outcomes in state-building, she affirmed the organization’s continued commitment: “This does not mean we stop trying.”
