Emad Al-Sayeh, the Chairman of the High National Elections Commission (HNEC) board, received Christian Buck, the German Special Envoy to Libya, and his accompanying delegation this Tuesday morning at the HNEC headquarters in Tripoli to discuss electoral arrangements.
The meeting focused on the extent of the Commission’s capacity to implement the electoral laws issued by the (6+6) Committee. The HNEC board reviewed its observations regarding certain clauses within those laws, particularly concerning the simultaneous timing of the three electoral processes (presidential, parliamentary, and senatorial), in addition to implementation requirements and potential challenges.
Both parties also touched upon the PEOPLE project, managed by the United Nations Development Programme (UNDP) in partnership with the HNEC, to discuss potential support for this project, which specialises in providing technical and logistical aid for electoral operations.
In a separate context, the meeting addressed the HNEC’s preparations for conducting Group Three municipal council elections, following the successful execution of elections for Groups One and Two. Discussions were held on the difficulties and challenges previously encountered during municipal elections and strategies for overcoming them, with emphasis on the pivotal role of security and executive bodies in boosting citizen participation.
