Libya participated in the sixth annual meeting of the Association of Secretaries General of Parliaments of the African Continent.
This association is a leading cooperative platform that brings together senior parliamentary officials from legislative bodies across national, regional, and continental levels in Africa. Its core mission is to strengthen institutional capacity, enhance inter-parliamentary coordination, and support the effective implementation of continental priorities. This role is vital for ensuring that parliaments play a central part in promoting democratic governance, the rule of law, and human rights.
The Libyan House of Representatives was represented at the sixth annual meeting by Rasmi Balrouin, the Deputy Head of the Council’s Bureau, acting on behalf of the Head of the Bureau, Abdullah Al-Masri Al-Fadeel.
The sixth meeting focused on four main strategic priorities: electing a new president for the Association; reviewing and updating the Association’s constitution and internal regulations; bolstering coordination between parliaments; and expanding Africa’s participation within the Parliamentary Twenty (P20) framework. The goal of this P20 engagement is to empower African parliaments to influence global parliamentary discourse, strengthen continental solidarity, and ensure African perspectives are represented in multilateral forums.
It is worth noting that the Association’s fifth annual meeting, held in Midrand, South Africa, in 2024, was a significant milestone that resulted in practical recommendations. These included accelerating the ratification of African Union treaties and their incorporation into local legislation, as well as reinforcing coordination among parliaments at all levels—national, regional, and continental.
