United Nations Secretary-General António Guterres has insisted that Libyan leaders, national institutions, and all stakeholders must engage constructively and in good faith with the UN mission. Guterres stressed that the national interest must be the driving force behind implementing the UN’s roadmap for the country.
Guterres further noted that he submitted a report to the Security Council reviewing the mission’s work, assessment, and recommendations in Libya. This report underlined the necessity for Libyan leaders to commit to the new mission roadmap, prompting the Secretary-General to call on the international community and the Security Council to back its execution.
In a related context, Guterres referenced the UN Special Representative in Libya, Hanna Tetteh, who presented a roadmap last August aimed at charting a realistic course toward unity, stability, and legitimacy through organised dialogue and elections.
However, Guterres expressed alarm that the mission risks being confined to reactive measures rather than achieving strategic political change, attributing this to a lack of necessary resources and disorganisation, keeping progress towards a comprehensive political settlement limited despite the mission’s stability efforts.
He voiced particular concern over the obstruction of local elections, the alarming accumulation of heavy weaponry in populated areas, and the volatile security situation in Tripoli, stressing these factors pose an unacceptable danger to civilians.
He concluded by emphasising the critical need for the Security Council members and the international community to unify their support for the roadmap’s implementation, which is essential to ending division and bolstering the prospects for a comprehensive political solution.
