Libyan PM Oussama Hamad: Security is the foundation of state stability, police modernisation a national priority


Commemorating the 61st anniversary of the establishment of the Police Authority, Prime Minister Oussama Hamad affirmed in a recorded address that national security constitutes the essential foundation for Libya’s stability, the protection of its sovereignty, and its resources. Hamad commended the dedication and sacrifices made by police officers, describing them as the “impregnable shield” that guarantees the nation’s security and the peace of its citizens.
Hamad clarified that the day’s celebration transcends mere commemoration of a bright history; it is a renewal of the pledge that the police establishment will remain faithful to its oath, devoted to its mission, and vigilant in securing the country’s assets. In this context, the Prime Minister indicated that both the General Command of the Armed Forces and the government place the security file at the forefront of national priorities.
Hamad stressed the government’s clear plans to comprehensively reconstruct police institutions and modernise the security system, built upon principles of integrity, competence, and discipline. He added that work has already begun on developing training programmes, updating security and technical infrastructure, and providing modern equipment and vehicles to ensure the Police Authority is highly prepared and capable of performing its duty efficiently.
The Prime Minister also addressed the challenges of foreign intervention and the years of division Libya has endured, asserting that the fate of a country “that gave birth to the knights of dignity and men of independence cannot be dictated from abroad or written by non-national pens.” He called on all citizens to unite in support of genuine national initiatives and to counter conspiracies.
Hamad concluded his speech by relaying a message from the Commander-in-Chief of the Armed Forces, Field Marshal Khalifa Belqasim Haftar, which stressed that Libya’s future must be charted by the will of its people, and that state-building is achieved through sincere intent and national unity. Hamad urged security personnel to adhere to law and discipline, serving as the honourable face of the state to its people and the world, while affirming that Libya “will not be a hostage to foreign agendas or an arena for chaos.” He offered a salute to the nation’s martyrs and the fallen heroes of the police institution who sacrificed their lives in defence of duty, praying for Libya and its people to remain a “land of security, safety, honour, and sovereignty.”
