The Deputy UN Special Envoy for Libya, Stephanie Khoury, confirmed that discussions are ongoing between the House of Representatives and the High Council of State to address electoral laws and the appointment of sovereign posts. Khoury revealed that the structured dialogue will focus on four primary tracks: security, the economy, national reconciliation, and governance.
Khoury clarified that participation in the dialogue will be fair and equitable, ensuring that women and all social components have the opportunity to contribute. She stressed that it is up to the Libyan institutions themselves to determine who represents them in this process.
Furthermore, she confirmed that while the dialogue’s recommendations will not be binding, they will constitute a significant part of the overall roadmap, alongside the advisory committee’s continued involvement.
Khoury noted that the current economic and political situation in Libya cannot tolerate further delays, adding that the ultimate decision rests with the Libyan people. She anticipated that the dialogue, which is expected to include around 120 participants, would commence before the end of the current month, once all arrangements for participants are finalized. Most sessions, she explained, are planned to be held inside Libya to bolster national participation.
