The United Nations Support Mission in Libya (UNSMIL) has unveiled a comprehensive initiative designed to gather the perspectives and contributions of the Libyan people on the key issues that must be addressed during the forthcoming Structured Dialogue. This effort aims to establish an integrated work programme that genuinely responds to the aspirations and hopes of the populace.
In outlining the significance of this engagement, the Special Representative of the UN Secretary-General for Libya, Hannah Tetteh, underscored the critical importance of including “voices from all across Libya.” She affirmed that this broad involvement is “fundamental to ensuring the Structured Dialogue tackles the issues of concern to and the aspirations of the Libyan people.” Tetteh elaborated that the dialogue has been “designed to be inclusive and grounded in reality,” emphasising its foundation on the “real daily challenges and hopes of Libyans for a better future.”
To maximise participation and ensure views are collected from the widest possible segment of society, the mission implemented a two-pronged approach. On 27 October, UNSMIL hosted a live online dialogue session, inviting citizens to interact with the Deputy Special Representative of the UN Secretary-General, Stephanie Khoury.
For those unable to attend the live event, the mission made available an electronic survey posing the identical questions discussed during the session. This survey is open to all Libyans, both inside and outside the country.
UNSMIL stated that the objective of this dual mechanism is to collect a substantial body of opinions and proposals. All compiled results from both the live dialogue and the electronic survey will be analysed, then consolidated into a dedicated report. This report is intended to be presented to the Structured Dialogue table to enrich its agenda and ensure it reflects popular demands. The deadline for participating in the survey is 22 November at 11:59 p.m.
