Bughaighis brands formation of Supreme Council for Sovereign Authorities a ‘stillborn innovation’

Amal Bughaighis, a member of the Political Dialogue Forum, has strongly criticized the announced move in western Libya to establish a Supreme Council for Sovereign Authorities. Bughaighis emphasized that the initiative lacks any constitutional basis and is inconsistent with established global constitutional jurisprudence.

In a post published on Facebook, Bughaighis described the move as an “out-of-context innovation,” deeming the entity “stillborn.” She added that she could not comprehend the “desired objective” behind forming this new council, questioning whether the existing authorities “were operating in isolation”, thus necessitating the creation of an additional supra-body.

Bughaighis explained that in countries with entrenched political systems, presidential authorities consistently operate within a unified, agreed-upon strategy and objectives, working towards a single action plan, with each entity fulfilling its role using constitutionally defined tools.

She concluded her assessment by stating that Libya’s highest interest dictates avoiding the creation of additional bodies that would further complicate the political landscape. She affirmed that genuine state-building is not achieved through the multiplication of conflicting entities but through the existence of clear and legitimate authorities operating according to an agreed-upon roadmap, thereby ensuring the restoration of institutional unity and functionality.
