Egypt Advocates for Libyan-Led Solution and Links African-European Security at Luanda Summit

Representing President Abdel Fattah al-Sisi, Egyptian Prime Minister Mostafa Madbouly participated in the seventh African Union–European Union Summit in Luanda. Madbouly opened his address by affirming Egypt’s steadfast position: the need to secure an exclusive Libyan–Libyan political solution, free from any external intervention. He described this as the only viable path to safeguard Libya’s unity and stability.

During the session focused on ‘Peace, Security, Governance, and Multilateralism,’ Madbouly emphasised that the complex crises and conflicts facing the continent, particularly the Libyan crisis, pose the most significant obstacle to achieving the ambitious development goals set out in Agenda 2063. He argued for a direct link between African and European security, necessitating a strong, reciprocal partnership built on mutual respect and shared interests.

The Prime Minister outlined Egypt’s contributions to regional stability. These efforts include facilitating the implementation of the Gaza ceasefire agreement, backing the political track in Sudan, ensuring sustainable funding for the African Union Mission in Somalia (AMISOM), protecting navigation security in the Red Sea, and supporting counter-terrorism operations in the Sahel and stabilisation efforts in Eastern Congo.

Madbouly also reiterated Egypt’s commitment to the African Union’s core principles, which mandate respecting state sovereignty and protecting national institutions. He called for addressing the root causes of conflict through strategic investment in infrastructure, education, and health, alongside the empowerment of women and youth. Furthermore, he stressed the importance of supporting post-conflict reconstruction and development programmes, specifically referencing the role of the African Union Centre in Cairo.

The Prime Minister condemned the recent violations witnessed in Al-Fashir and issued a warning against any unilateral actions in the Horn of Africa or the Red Sea region, cautioning that such moves threaten state sovereignty and increase regional tensions.

Madbouly concluded by confirming Egypt’s readiness to deepen cooperation with European partners on trilateral projects within Africa. He pledged continued support for peace-building and conflict resolution efforts through the Cairo International Centre and the Egyptian Agency of Partnership for Development, in addition to collaboration on climate change adaptation and space technology, all serving the security and development interests of both continents
