Delegation from Libya's High Council of State Attends ALAC in Abuja

​A delegation representing the Libyan High Council of State is participating in the first African Legislative Assistants Conference (ALAC 2025), which began its proceedings on Monday in Abuja, the Nigerian capital, and will run from 1 to 3 December, with wide participation from various African states and regional organisations. The Libyan delegation is led by Moussa Faraj, the Second Deputy Speaker of the High Council of State, and includes Al-Draie Salem and Jamal Koruad.

The conference focuses on empowering citizens to actively engage in public affairs. Key discussions revolve around their roles in legislative drafting, government oversight mechanisms, promoting transparency and disclosure, and safeguarding the public’s right to access information.

​During the opening session, the Second Deputy Speaker, Moussa Faraj, delivered a statement emphasising several crucial points:

  • The necessity of fortifying national partnership as a fundamental basis for the management of the country’s public affairs.
  • The citizen’s right to access information.
  • The importance of establishing transparency in the executive authority’s (government’s) operations to ensure the effective exercise of oversight by legislative bodies.
  • The commitment to preparing legislation that truly reflects and addresses the aspirations of the citizenry.
