Libya participated with an official delegation in the seventh session of the Arab Council for Population and Development, which took place over two days (3 and 4 December 2025) in the Iraqi capital, Baghdad. Iraq assumed the presidency of the Council’s new session.


The Libyan delegation was headed by the Minister of Planning in the Government of National Unity, Mohammed Youssef Al-Zaidani. Al-Zaidani delivered Libya’s address before the Council, conveying his country’s appreciation to the Republic of Iraq for its generous hosting and the excellent organisation of the session’s work. He also extended thanks to the Technical Secretariat of the Arab Council for Population and Development and the League of Arab States, acknowledging their efforts in supporting joint Arab action and enhancing cooperation pathways in the fields of population and development across the region.

Opening speeches at the meetings underscored the critical need to unify efforts to tackle the escalating demographic challenges in the Arab region, whose population has now surpassed half a billion. Emphasis was placed on the importance of formulating sustainable population policies, improving the health and education sectors, and empowering vulnerable groups.
Key resolutions issued by the meeting covered several important themes:
The adoption of the Arab Population Excellence Award.
Designating the theme for the 2026 Arab Day for Population and Development as “The Role of Youth and Promoting a Culture of Peace”.

Addressing the impacts of wars and armed conflicts on families and populations within the region.
Coordinating common Arab positions in preparation for participation in the 59th session of the UN Commission on Population and Development, which will focus on “Population, Technology, and Research in the Context of Sustainable Development.”
Discussion of population policies supporting the Silver Economy”.
