Administrative Control Authority: Corruption Is a Serious Challenge Facing States

Abdullah Qaderbouh, President of the Administrative Control Authority, took part in the ceremony held today in Tripoli to mark International Anti‑Corruption Day, where he stressed that corruption is one of the most serious challenges facing states due to its destructive political, economic, and social impacts, its erosion of the rule of law and democracy, and its links to organized crime, terrorism, and the obstruction of development.

Qaderbouh welcomed the signing of the second phase of the national Libyan capacity‑building project on combating corruption and money laundering, supported by the European Union and implemented by the UN Office on Drugs and Crime for the period 2025–2030. He said the project strengthens the state’s ability to adopt preventive measures, detect financial crimes, pursue offenders, and recover assets.

He added that these efforts fall within the framework of implementing the National Strategy for Performance Oversight and Anti‑Corruption (2023–2030), which the Authority is carrying out in cooperation with various sectors to advance institutional reform.

The Authority’s president noted that its annual report reflects a commitment to publishing data transparently, ensuring access to information, and safeguarding public funds. He emphasized that the Authority maintains equal distance from all parties and continues to perform its duties independently of political polarization despite the challenges it faces.

Qaderbouh explained that Libya was among the first countries to ratify the UN Convention against Corruption and has worked to meet its obligations by issuing national legislation and establishing oversight institutions, foremost among them the Administrative Control Authority, which continues its efforts to promote awareness, accountability, and transparency.

In concluding his remarks, he stressed that combating corruption requires close cooperation between state institutions and national and international partners, in addition to raising public awareness and fostering a culture of integrity and good governance.
