Member of the High National Elections Commission, Rabab Halab, presented the semi‑annual report issued by the electronic monitoring platform on combating violence against women in elections—covering the period from January to June 2025 and providing a comprehensive analysis of digital violence against women based on the outputs of eMonitor+ platform—to the President of the National Council for Freedoms and Human Rights, Abdul Mawla Bontisha. The handover took place during a workshop organized in cooperation with the United Nations Development Programme (UNDP) on enhancing women’s digital safety.
During the workshop, Aisha Thubut, Head of the Awareness Department at the Commission, outlined the key findings of the report, noting that rates of election‑related digital violence had risen by 89% compared to the 2024 elections. The report also mapped the platforms most associated with such violence and highlighted its psychological and moral impact in undermining women’s political participation. Statistics revealed that women in sovereign positions and decision‑making roles, as well as female candidates and employees in government institutions, were the most exposed to this type of violence.
The workshop further featured presentations and discussions on the legal framework for criminalizing electronic violence, strengthening the rule of law and access to justice, closing gaps, and building effective accountability mechanisms, with the participation of experts from the National Council for Freedoms and Human Rights and UNDP.
