Al-Baour Participates in the Second Ministerial Conference of the Russia–Africa Partnership Forum in Cairo

The Acting Minister of Foreign Affairs and International Cooperation in the Government of National Unity, Al Tahir Al-Baour, took part in the second ministerial conference of the Russia–Africa Partnership Forum, hosted by Cairo on 19–20 December 2025, with the participation of foreign ministers from more than fifty African countries and representatives of regional and continental organizations.  

Saturday’s session witnessed high-level diplomatic attendance, dedicated to shaping a joint vision ahead of the third Russia–Africa Summit scheduled for 2026, and to exploring prospects for political and economic cooperation between the two sides in light of current international developments.  

In his address to the conference, Al-Baour affirmed that the meeting reflects the depth of diplomatic relations between African states and the Russian Federation, built on mutual respect and shared interests. He highlighted supportive positions on humanitarian issues and international development, as well as the growing awareness of the importance of collective action to confront global challenges away from polarization and double standards.  

Al-Baour explained that Africa, as it enters the second decade of implementing Agenda 2063, continues to define its strategic priorities to strengthen its own capacities and encourage popular participation in achieving growth and prosperity. He stressed the urgency of accelerating infrastructure projects in roads, railways, dams, manufacturing industries, and clean energy, given their role in addressing food crises, rising prices, climate change, and in creating genuine opportunities for stability and development.  

He noted that supporting Africa’s development path represents a global humanitarian gain that contributes to consolidating regional and international peace. He reviewed the historical injustices endured by the continent and praised its current efforts to correct these imbalances in cooperation with the international community.  

Al-Baour also stressed the role the Russian Federation can play, as a permanent member of the UN Security Council, in backing Africa’s legitimate demand for fair representation within the Council. He stressed the need to reform the UN system, particularly the Security Council, by granting Africa two permanent seats with full powers and five non-permanent seats.  

Libya’s participation in this conference reflects its keenness to maintain an active presence in regional and international forums, reaffirming its return as an influential player on the global stage and its determination to restore its standing, while safeguarding national sovereignty through coordination and cooperation with regional and international partners amid current developments.
