The Public Prosecution announced the discovery of around 932 forged national numbers during December, as part of a broad campaign led by specialized investigative committees to combat tampering with citizenship data and safeguard related rights. It also ordered the pretrial detention of several civil registry employees, the arrest of other suspects involved in forgery or the use of falsified documents, and the suspension of the national numbers under investigation, along with a review of the administrative transactions issued through them—measures taken within a strict framework to protect the integrity of the citizenship system.
The prosecution explained that investigations covered multiple areas including Tarhuna, Misrata, Sabha, Al‑Bayda, Benghazi, Tripoli, Sirte, Al‑Zawiya, and Tajoura. Findings revealed the involvement of civil registry staff in falsifying family records and official documents, enabling hundreds of foreigners to illegally obtain Libyan national numbers and benefit from citizenship rights and family grants.
Results showed that the fraud extended to issuing forged birth and residency certificates, marriage and divorce documents, identity cards, and national numbers for foreigners, in addition to using falsified papers to access financial grants and social support. In one case, 598 forged national numbers were uncovered at once, while another incident allowed 63 foreigners to claim citizenship rights and receive more than 85,000 dinars in grants over previous years.
The prosecution stressed that these measures form part of a firm policy aimed at curbing the manipulation of citizenship data and addressing the serious economic, social, and political consequences of such crimes. It emphasized the continuation of investigations and the pursuit of all those involved, while reaffirming its commitment to strengthening the integrity of the civil registry and ensuring the protection of citizens’ data.
