The investigation traces the origins of the fraud back to 1996, when the suspect reportedly paid a 150-dinar bribe to an official at the “Eastern Desert” civil registry office to secure an unlawful family book. According to judicial findings, this initial document served as the foundation for further criminal escalations; by 2002, the suspect allegedly conspired with another official to forge a certificate of Libyan origin. This enabled him to register three sons and a daughter as citizens, granting them access to sovereign rights and social services reserved exclusively for Libyan nationals.
