Hamouma to Almanassa: Structured dialogue prolongs the Libyan crisis

Ahmed Hamouma, a member of the High Council of State, has criticised the ongoing UN-sponsored structured dialogue, describing it as a futile exercise that exhausts effort and unnecessarily extends the Libyan crisis. Speaking to Almanassa, Hamouma argued that while this process is framed as a “Libyan-led solution” it effectively entrenches the status quo, failing to deliver the definitive resolution the public long for.

Hamouma advocated for a total reset, calling on the UN Security Council to assume its responsibilities following the failure of the House of Representatives and the High Council of State to reform the High National Elections Commission within the established roadmap. He proposed that the Security Council should declare all existing political bodies illegitimate and oversee the formation of a 200-member Constituent Assembly based on the thirteen electoral districts, ensuring fair representation for both women and youth.

Sharaf al-Din: Structured Dialogue Insufficient to Prepare for Presidential Elections

Under this proposal, the Constituent Assembly would be tasked with appointing a unified government and drafting the constitutional framework and electoral laws required for national elections. Hamouma emphasised that this assembly must be granted an adequate timeframe—at least three years—to successfully complete these pivotal mandates.
