Al-Baour and Indian Foreign Minister discuss developing academic, health, and technical cooperation in New Delhi

The Acting Minister of Foreign Affairs and International Cooperation for Libya’s Government of National Unity, Taher Al-Baour, met today, Friday, in New Delhi with Indian External Affairs Minister Subrahmanyam Jaishankar for extensive bilateral talks aimed at strengthening diplomatic ties and developmental partnership. This meeting takes place as part of the Libyan diplomatic movement on the sidelines of the Second India-Arab Foreign Ministers’ Meeting (IAFMM). Both sides focused on establishing practical frameworks for productive cooperation in the fields of science, medicine, and modern technology to serve their mutual interests.

The file of academic cooperation and scientific research topped the priority list, as the two parties discussed ways to revive previous agreements and expand the horizons of knowledge exchange between Libyan and Indian universities. Emphasis was placed on the necessity of benefiting from Indian leadership in higher education and applied research to prepare Libyan national cadres in precise scientific disciplines that serve sustainable development goals, with a focus on linking educational outcomes to labor market needs and ensuring the effective transfer of technical knowledge.

Regarding the health sector, the meeting reviewed ways to develop medical and paramedical personnel in Libya through specialized training programs based on Indian expertise in managing health facilities and modern medical technologies. The discussions also expanded to include technical cooperation and capacity building, particularly through the Indian Technical and Economic Cooperation (ITEC) program. This opens the way for training in vital areas such as election management, vocational training, and the manufacturing of prosthetic limbs, in addition to discussing coordination mechanisms in humanitarian relief and human development.

On the political front, Al-Baour briefed his Indian counterpart on the latest developments in Libya, stressing that the efforts of the Government of National Unity to consolidate security and political stability have borne fruit in creating an attractive investment climate, especially in the oil and energy sectors. For its part, the Indian side welcomed this development, emphasizing the importance of continuous coordination to face regional and international challenges. This meeting serves as a prelude to the main India-Arab ministerial meeting scheduled to start tomorrow, Saturday, which marks a strong return to institutional cooperation between the two sides after a ten-year hiatus, with the participation of all 22 Arab nations and the League of Arab States
