GNU Foreign Ministry Reserves Judgment on Regional Meetings Held Without State Participation

The Tunisian capital hosted an intensive round of diplomatic activity on Monday through the convening of the ministerial meeting of the Tripartite Mechanism, which includes Libya’s neighboring states: Tunisia, Algeria, and Egypt. The session featured foreign ministers Mohamed Nafti, Ahmed Attaf, and Badr Abdelatty, alongside Hanna Tetteh, the UN Special Representative to Libya. This meeting took place at a sensitive juncture as regional powers attempt to break the political deadlock overshadowing the Libyan landscape. The gathering aimed to propel the political solution toward building a unified state with stable institutions, ensuring the restoration of security and prosperity while insulating Libya from the influence of struggles and external interferences that have complicated the crisis for years. In their final communique, the ministers emphasized the importance of constructing a unified Libyan state, stressing the need to safeguard the nation’s resources and protect its sovereignty and independence. The statement urged various political factions within Libya to prioritize dialogue, overcome current divisions, and advance the unification of military and security institutions, while providing full support to the efforts of the (5+5) Joint Military Commission. The ministers reaffirmed their commitment to supporting the UN-sponsored settlement process, underscoring the “inevitability of Libyan leadership and ownership” of the political path. They called for the participation of all active segments of society to reach the long-awaited presidential and parliamentary elections, aimed at ending successive transitional periods. Furthermore, they reiterated their rejection of all foreign intervention and the necessity for a total withdrawal of mercenaries and foreign fighters.

Intensive regional talks following the crisis in the west of Libya 

In the same context, UN envoy Hanna Tetteh reviewed the latest developments and the efforts of the UN Support Mission in Libya (UNSMIL) to implement the roadmap, highlighting the importance of structured dialogue in reaching comprehensive solutions. For his part, Algerian Foreign Minister Ahmed Attaf, following his reception by Tunisian President Kais Saied, stated that the three neighboring countries are the most affected by the crisis’s repercussions and the most sincere in their desire to end Libyan suffering. Attaf explained that Libya’s security is inseparable from that of its neighbors, and the responsibility of these states is to provide suitable conditions for a solution while shielding the political path from international polarizations and attractions that hinder a swift and final agreement. He emphasized that the Tunisian initiative reflects deep brotherly bonds and a shared concern for Libya’s territorial integrity.

On the other hand, the Ministry of Foreign Affairs and International Cooperation of the Government of National Unity (GNU) expressed a clear and formal reservation regarding holding a regional meeting addressing Libyan affairs in the absence of official representation from the Libyan state. The Ministry stressed in its statement that any discussion regarding Libya’s future—whether political or security-related—must proceed through legitimate channels and with the full attendance of the relevant stakeholders. It argued that bypassing specialized national institutions undermines national sovereignty and is inconsistent with established diplomatic norms and the rules of collective international action. The Foreign Ministry asserted that sustainable solutions cannot be imposed from the outside or formulated in closed rooms isolated from the Libyan people. While declaring its commitment to cooperation with neighbors and the UN, it conditioned this on full respect for national sovereignty and direct, close coordination with official state institutions to ensure the success of any initiatives aimed at ending the conflict.
