The Chairman of the Administrative Control Authority (ACA), Abdullah Qaderbu, took part in the second meeting of the parliamentary monitoring team focused on the implementation of UN Security Council resolutions concerning Libya. Held at the House of Representatives’ headquarters, the meeting addressed the technical and procedural requirements necessary to fulfill international obligations while strengthening communication channels with relevant global actors to safeguard Libya’s sovereign rights.

This gathering serves as a critical milestone in monitoring the Libyan state’s commitments to international mandates, particularly regarding public fund management and the protection of Libyan assets and investments abroad. The primary objective is to ensure that national procedures align with international requirements, preventing the loss of national resources or exposure to legal risks, especially given the complexities of UN-imposed asset freezes.

The meeting included House of Representatives members Youssef Ibrahim and Omar Tantoush, Ministry of Foreign Affairs representative Murad Hamima, and the British Ambassador to Libya, Martin Reynolds. Participants exchanged views on the legal and technical hurdles Libyan institutions face when navigating Security Council resolutions. They emphasized the necessity of close coordination between the legislative and executive branches, alongside international partners, to manage sensitive financial files effectively.

These efforts are an extension of the task force established by House of Representatives Decree No. 113 of 2025. This team is mandated to monitor the state’s financial status and verify compliance with UN Security Council Resolutions 1970, 1973, and 2769. The team focuses on analyzing the legal dimensions of these resolutions and ensuring their harmony with existing Libyan legislation, aiming to clarify institutional roles and integrate the efforts of regulatory and executive bodies.

During the discussions, Abdullah Qaderbu underscored the vital importance of strict adherence to national legal frameworks in managing public finances. He advocated for operating under the principles of integrity, transparency, and sound governance, stating that legal compliance is the fundamental pillar for maintaining trust in national institutions. He noted that such adherence is crucial when dealing with complex financial matters that carry significant political and economic weight. Furthermore, he called for unified institutional efforts to submit the required periodic reports through official channels, ensuring the state maintains full legal jurisdiction over its domestic and foreign assets.

The session concluded with a reaffirmation of the parliamentary team’s commitment to ongoing evaluation and monitoring. This ensures that international resolutions are implemented in a manner that serves the state’s general interests and protects its sovereign assets from potential external interference or procedural violations, all within the established legal guidelines.
