Libya seeks to revitalise energy sector through high-level talks in Qatar

Libya’s Minister of Oil and Gas, Khalifa Rajab Abdulsadiq, has held a series of strategic meetings with global energy majors on the sidelines of the LNG conference in Qatar, signalling a renewed push to modernise the country’s hydrocarbons infrastructure. The discussions, which included Woodside Energy’s executive leadership, focused on expanding gas exploration and attracting new foreign capital into the Libyan market, reflecting the Australian firm’s growing interest in broadening its regional footprint.

In a bid to bolster technical efficiency, Abdulsadiq also met with the head of Wood PLC to review their ongoing operations in Libya. The talks centred on enhancing engineering services and technical cooperation to streamline performance across key oil and gas facilities. Meanwhile, a regional dimension was added through consultations with Egypt’s Qalaa Holdings, where the focus shifted to value-added downstream projects. These negotiations explored potential investments in refining and petrochemicals, underscoring a strategic shift to diversify Libya’s energy economy through industrial processing rather than relying solely on raw exports.
