The talks centred on enhancing engineering services and technical cooperation to streamline performance across key oil and gas facilities. Meanwhile, a regional dimension was added through consultations with Egypt’s Qalaa Holdings, where the focus shifted to value-added downstream projects. These negotiations explored potential investments in refining and petrochemicals, underscoring a strategic shift to diversify Libya’s energy economy through industrial processing rather than relying solely on raw exports.
