During his opening remarks, General Khalid Haftar emphasized the pivotal role of security as a cornerstone for national stability, warning against escalating terrorist threats and criminal activities that endanger the entire region. He highlighted the importance of supporting military decisions with scientific studies to develop a unified deterrence strategy, aiming to produce recommendations that can be transformed into an integrated regional security project guaranteeing sovereignty and stability.

The opening ceremony featured broad international participation, including military leaders, representatives from the United Nations, and experts in counter-terrorism, cybersecurity, and crisis management, alongside ambassadors and military attaches. The three-day conference agenda includes discussing 47 research papers presented by local and international experts, focusing on developing practical solutions to confront organized crime and illegal migration.
