The Chairman of the Presidential Council, Mohamed Al-Menfi, stated that oil represents Libya’s fundamental resource, highlighting that most deals concluded with international companies focus on accessing this vital resource, despite notes regarding certain companies operating under specific internal contracts. In an interview on the “Atheer” podcast, Al-Menfi explained that the main disagreements in the political agreement center on the eighth point concerning who is the Supreme Commander of the Army, clarifying that he carries out his duties in coordination with all parties across Libya.

Al-Menfi added, “In some matters, work is implemented in the Western Region, but the Eastern Region differs due to differences in laws,” noting that some powers granted by the House of Representatives to the General Commander sometimes overlap with the duties of the Supreme Commander, but he always seeks to contain these issues to preserve the unity of the military institution. He affirmed that Libya enjoys a single, undivided Presidential Council, a situation different from the legislative councils operating according to the political agreement.
Furthermore, he pointed out the existence of an internationally recognized government and another government in the East, saying, “No one can deny its existence; therefore, all Libyans—not just politicians—must stand together so that the state can resume its normal role in all regions”.
