Dbeibeh Links Government Tenure to Elections and Defines Future Priorities

​Prime Minister Abdul Hamid Dbeibeh of the Government of National Unity has stated that a specific timeframe does not define his administration’s tenure but is contingent on the completion of the electoral process, emphasizing that power will be handed over only after elections are held. Speaking during a meeting of the newly restructured government, Dbeibeh explained that the new ministers underwent an intensive training program and specialized workshops supervised by the Economic and Social Development Council prior to the announcement of reforms. He noted that this initiative is being implemented for the first time within the context of government operations and will be extended to ministers who were previously in office to ensure a high standard of institutional performance.

​The Prime Minister indicated that the recent cabinet changes were designed to inject new energy into certain positions and fill vacancies in vital sectors, with professional competence serving as the primary criterion for selection, alongside a commitment to broad national representation encompassing Libya’s eastern, western, and southern regions. He further clarified that the government is moving toward institutionalizing these training programs to develop governmental communication and enhance coordination and integration between the Cabinet and various ministries. This path aims to improve monitoring mechanisms and focus on national priorities, thereby accelerating service delivery to citizens and strengthening administrative and institutional stability across the country.

​Regarding anti-corruption efforts, Dbeibeh stressed that no minister or government official enjoys immunity if found guilty of corruption, affirming that the government will firmly support the measures taken by oversight bodies and the Public Prosecutor’s Office to protect public funds and state institutions. He described this as a national responsibility that allows for no compromise. Furthermore, he highlighted that the economic file, the unification of state institutions, and the empowerment of municipalities through local governance remain top priorities. Financially, Dbeibeh revealed that the government has requested the Central Bank of Libya to halt spending from the third chapter (development) for all entities, calling for adherence to a unified developmental agreement to ensure projects are executed nationwide. He concluded by reiterating that the government’s priority remains protecting the livelihoods of Libyans and ensuring the payment of salaries and basic needs before any other expenditures, while calling on all political factions to engage in dialogue to achieve the long-awaited elections.
