In a profound analysis, he explained that this event must be viewed within the context of a complex international power struggle, occurring at a highly fragile regional stage where Libya has become a friction point between major global powers.

Al-Barouni argued that the proximity of the Russian vessel to critical strategic sites, specifically the Mellitah Oil and Gas Complex, carries coded political and military messages that cannot be ignored. These messages are summarized in three core points:

A Deterrent to the West: It reflects Moscow’s capability to reach vital influence points in the Mediterranean Basin, threatening energy corridors and facilities that serve as Europe’s economic lifeline, especially amidst current global tensions.

Testing Libyan Sovereignty: This presence serves as a field assessment of the Libyan state’s ability—and that of its maritime institutions—to impose control and protect its territorial waters and sovereign installations.

Strategic Repositioning: These maneuvers are part of Russia’s efforts to bolster its naval presence in the Mediterranean as a parallel front to the ongoing conflict in Ukraine, providing Moscow with additional leverage against NATO.

Al-Barouni warned that the nature of the threat extends beyond direct military dimensions to encompass dangerous security and intelligence aspects. Dense naval presence near energy facilities may aim to gather precise information and test the responsiveness of both Libyan and international security systems. He noted that such movements portend dire economic consequences, including the potential disruption of production and export operations, increased insurance costs for vessels, and the destabilization of gas supplies to the European market. This portrays Libya as an “open arena” for external conflicts due to weakened national sovereignty.

The “Proxy War” Scenario

The political expert pointed out that the most terrifying scenario involves the country sliding into a “proxy war.” These fears are heightened by Russian narratives alleging that drones targeting their vessels were launched from Libyan shores. Such claims could justify direct Russian military responses within Libyan territory or waters, effectively turning the country into a battlefield between East and West. Al-Barouni emphasized that this situation represents a blatant breach of national security, exploiting political divisions and weak maritime oversight, leaving the backbone of the national economy—the oil and gas sector—hostage to international rivalries.

Based on current data, Al-Barouni outlined three potential scenarios: the first is diplomatic containment leading to the vessel’s withdrawal; the second involves limited escalation with a persistent naval presence; and the third, and most dangerous, is a confrontation. To avoid catastrophe, Al-Barouni called for the following measures:

Enhancing Maritime Oversight: Activating the role of the Coast Guard and securing vital facilities using advanced national monitoring tools.

Neutralizing the Energy Sector: Keeping oil and gas facilities away from international political conflicts to ensure revenue flow and protect the economy.

Activating Urgent Diplomacy: Opening direct communication channels with all international parties to prevent Libya from sliding into a cycle of open global conflict.
