Dr. Jazya Shueiter, a Professor of Criminal Law at the University of Benghazi’s Faculty of Law and a member of the Advisory Committee, explained that the concept of “structured dialogue” represents the practical implementation of the fourth solution put forward by the Advisory Committee as part of the roadmap options aiming to reach elections.
In an exclusive statement to Almanassa, Shueiter indicated that this structured dialogue is considered the starting point for activating the fourth option. She observed that work on it is currently proceeding in parallel with the traditional track, which presupposes the continuity of existing official institutions.
Shueiter also stated that should the fourth option falter for any reason, the structured dialogue will be maintained, and its outputs utilised. These outputs, she explained, carry the nature of a “social contract that establishes a constitutional document” upon which further steps can be built.
It is noteworthy that the Advisory Committee, formed with the support of the United Nations Support Mission in Libya (UNSMIL), had proposed four potential tracks to the political parties for ending the transitional phase and holding elections. These options include:
- Holding simultaneous presidential and parliamentary elections.
- Organising parliamentary elections first, followed by the adoption of a permanent constitution.
- Adopting a permanent constitution for the country before proceeding with any elections.
- Establishing a political dialogue committee, based on the Libyan Political Agreement, tasked with finalising the electoral laws, the form of the executive authority, and the permanent constitution.
