Libya Crowns Global List of Cheapest Fuel

​Libya has officially secured its position as the world leader in low-cost petrol prices, according to the latest statistical report released by the  Global Petrol Prices platform, updated as of 20 April 2026. This Libyan dominance occurs within a broader context of a powerful Arab presence in the global rankings of the most affordable fuel markets. This trend highlights the enduring impact of direct government subsidy policies and the significant influence of domestic oil production across the Arab world in maintaining price stability for consumers, even against a backdrop of global energy volatility and heightened geopolitical tensions.

​Analytical data reveals a unique pricing map, where 10 Arab nations have occupied positions within the top 20 cheapest countries for Octane 95 petrol globally. When expanding the scope slightly, the United Arab Emirates ranks 21st worldwide, bringing the total number of Arab countries in the extended low-cost list to 11. This concentration reflects the exceptional nature of energy markets in the Middle East and North Africa compared to global averages.

​Delving into the specific figures, Libya did not merely lead the Arab region but claimed the global top spot with an incredibly low price of approximately $0.024 per litre. This figure is primarily attributed to massive government subsidies that keep fuel available at symbolic rates. Ranking second regionally and fifth globally, Kuwait followed with a price of $0.341 per litre, leveraging its strong fiscal position and vast production capacities. Algeria followed closely, ranking third in the Arab world and sixth globally at $0.356, as the Algerian government maintains a strict social support policy where the public treasury absorbs the bulk of the cost to keep transport and service expenses low.

​Egypt delivered a notable performance, ranking eighth globally and fourth regionally at $0.464 per litre, despite not being classified among the world’s major oil exporters. This ranking reflects Cairo’s “managed pricing” strategy, which aims to curb inflation and manage living costs. Although fuel prices were adjusted upward by 17% in March 2026, Egypt remains firmly within the global low-cost zone. In the Gulf, Qatar, Saudi Arabia, and Oman continued to maintain highly competitive pricing, with per-litre costs ranging from $0.562 to $0.622, occupying the 9th to 11th global positions.

​Further down the list, Iraq secured the 13th global spot at $0.649 per litre, followed by Bahrain in 14th at $0.671, and Sudan in 16th at $0.700. Tunisia rounded out the top 20 cheapest nations with a price of $0.881 per litre. Meanwhile, the UAE updated its pricing structure last March with increases ranging from 30% to 70%, placing it 21st globally at $0.893 per litre. Despite these adjustments, which were driven by rising international crude oil prices, the UAE’s fuel costs remain significantly lower than the high rates observed in European and Asian markets.
