Stephanie Koury Emphasizes Government Unification and Reform as Prerequisites for Libya Elections

Stephanie Koury, the UN Deputy Special Representative for Political Affairs, has underscored the critical need for a “unified government” in Libya as the country enters a decisive political phase. In statements to Al-Masar TV, Koury clarified that Libyan people hold the exclusive right to determine the structure of this government—whether through the formation of a new entity or the unification of existing ones—within a framework aimed at achieving permanent political stability.

Koury explained that the United Nations is currently facilitating a “Structured Dialogue” designed to establish a clear roadmap for institutional unification. This process focuses on implementing reforms essential for conducting national elections. She revealed that collective sessions are scheduled for late April to finalize joint recommendations from the dialogue’s four primary tracks: governance, economy, security, and national reconciliation.

The UN official called on Libyans to engage actively in the reform process, asserting that the Structured Dialogue reflects public demands for strong, representative institutions. The governance track specifically addresses the mechanisms for exiting the transitional phase, with a focus on political and economic reforms to improve the electoral climate. Furthermore, Koury highlighted the necessity of unifying the military and security sectors through calculated, incremental steps to safeguard the country’s sovereignty.

Regarding the international timeline, Koury noted that Special Representative Hanna Tetteh is set to brief the UN Security Council on April 22, 2026. This briefing will evaluate progress made in judicial and economic sectors over the past months. Koury concluded by stressing that Libya’s escalating challenges require urgent solutions rather than temporary fixes, particularly in enhancing financial oversight and institutional integration.
