Al-Menfi and Tetteh Stress Constitutional Framework for Political Settlements

Ahead of her scheduled briefing to the UN Security Council, the UN Special Envoy Hanna Tetteh met with the President of the Presidential Council, Mohamed Al-Menfi, in Tripoli. 

During the official discussions, Al-Menfi emphasized the necessity of a constitutional path to underpin any political arrangements, ensuring the sustainability of efforts to resolve the country’s ongoing crisis.

The meeting provided a platform to evaluate UN-led initiatives and address the deep-seated political divisions currently complicating the landscape. Both sides deliberated on the latest political developments, focusing on how international support can best facilitate a breakthrough in the political process and navigate the complexities of the current stalemate

Reservations Over the “4+4 Committee” and Emphasis on Sovereign Jurisdictions 

The meeting focused on the activities of the “4+4 Small Committee,” established by the UN Support Mission in Libya to bridge gaps regarding electoral laws. During the talks, President Mohamed Al-Menfi expressed clear reservations concerning the committee’s formation criteria and its operational mechanisms. He asserted that any political trajectory or electoral arrangements must be anchored in a precise legal and constitutional framework to ensure the integrity and legitimacy of the political process.

Furthermore, Al-Menfi underlined that matters pertaining to the High National Elections Commission and the drafting of electoral legislation are sovereign powers strictly reserved for Libya’s legislative institutions. He cautioned that bypassing these official bodies or involving external parties in these sensitive files could lead to institutional imbalance. Al-Menfi concluded by stressing that maintaining constitutional boundaries is essential to safeguard the ongoing political tracks from any actions that might compromise national stability.

During th discussions  Al-Menfi stressed the imperative of shielding the political process from parallel tracks that deviate from the Roadmap and the Libyan Political Agreement. He asserted that the formation of technical committees or any political representation must strictly adhere to official channels and the leadership of national institutions, noting that circumventing these protocols directly challenges the institutional legitimacy essential for stability.

Al-Menfi also expressed concern over attempts to sideline the outcomes of the “6+6 Committee,” pointing out that ignoring these broadly supported agreements hampers national reconciliation efforts. He concluded by highlighting that Libya stands at a critical juncture, choosing between a state rooted in the rule of law and institutions or the hazards of a “fait accompli” approach. He maintained that adhering to a constitutional framework is the only way to prevent institutional fragmentation and safeguard the nation’s sovereignty.
